Three Rivers Communities, Inc. (TRCI) is requesting proposals from qualified firms to assess, refer and mitigate social determinants of health barriers, and reduce healthcare disparities for existing or likely eligible Health Choice Members.

1.The Public Parking Authority of Pittsburgh (“Authority”) shall accept sealed bids for the performance of the work described below (the “Work”) at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, until 10:00 local time on Wednesday August 10, 2023.

2.DESCRIPTION OF WORK: The project entails the complete turnkey elevator modernization of three (3) geared passenger elevators and related components at the Smithfield Liberty Parking Garage, as further described in the plans and specifications.

5. Sealed bids must be dropped off to the Public Parking Authority of Pittsburgh at 232 Boulevard of the Allies, Pittsburgh, PA 15222, no later than 10:00 a.m. on Wednesday, August 10, 2023, bids received prior to the deadline will be publicly opened and read 2:00p.m. local time on Wednesday August 10, 2023, virtually via Zoom meeting.

6. Each bid submitted must be accompanied by a bid guaranty of ten percent (10%) of the proposed bid in the form of a bid bond, certified cashier’s or treasurer’s check payable to the Authority.

7. The Authority reserves the right to in its sole discretion, (i) change, at any time prior to the bid deadline at 10:00 local time on August 10, 2023, the Contract Documents; (ii) waive any defect, irregularities, or informality in any or all submitted bids; and (iii) reject any or all submitted bids.

Bid proposals are requested on behalf of the City of Pittsburgh. All bids must be submitted via the above website and all required documents must be provided or the bid proposal may be considered non-responsive.

The selected Contractor will be required to comply with all applicable Equal Employment Opportunity requirements for Federally Assisted construction contracts. The selected Contractor must assure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Attention is called to Executive Order 11246, to Section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. 1701U, and to the Section 3 Clause and Regulations set forth in 24 CFR, Part 135.

The selected Contractor will be required to comply with the following laws, rules and regulations:

All provisions of US Executive Order 11246 of September 24, 1965, as amended by US Executive Order 11375 and as supplemented in US Department of Labor Regulations (41 CFR, Part 60), and of the rules, regulations, and relevant orders of the US Secretary of Labor.

Contractor shall comply with all applicable standards, orders, or requirements issued of the Clean Air Act (42 USC 1857 et. seq.), Section 508 of the Clean Water Act (33 USC 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR, Part 15).

Contractor shall comply with the Davis-Bacon Act the Davis-Bacon Act (40 U.S.C. 276a to 276a-7) as supplemented by Department of Labor regulations (29 CFR part 5).

Procedures for compliance to these acts shall be as follows:

All specifications for construction contracts and subcontracts will contain the prevailing wage rates (as enclosed in this bid package) as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, as amended (40 U.S.C. 276-a to 276-C-5) and provision that overtime compensation will be paid in accordance with the Contract Work Hours and Safety Standards Act Regulations (29 CFR, Parts 5 and 1926). The contract provisions shall require that these standards be met.

Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT) is requesting proposals for the performance of the following service (“Contract Services”):

CHIEF INVESTMENT OFFICER SERVICES

The work under the proposed Agreement(s) consists of the outsit expertise of a Chief Investment Officer to monitor and report on the performance of the Consolidated Pension Plan and the Defined Contribution Plan. This Defined Benefit pension plan is closed to new participants, but has legacy participants from the Non-Union, IBEW and Police employee ranks. The Defined Contribution Plan is open to all new Non-union, IBEW and Police employees. The CIO will assist the Trustees in reviewing the current Investment Policy and recommending changes for adoption. The CIO will also review the current investment portfolio on a quarterly basis and rec­ommend changes, if necessary. This quarterly review will also include a summary of the economic market factors impacting investment performance.

The Agreement will be for a three-year period with the option to extend the term of the Agreement up to two additional years at the sole discretion of PRT.

Proposals received or time stamped by a Procurement Department representative through PRT’s Ebusiness website after the advertised time for the submission of proposals shall be non-responsive and therefore ineligible for award. This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania, and the Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT). The proposal process and the performance of the requested services will be in accordance with guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, as amended, and all applicable federal, state, and local laws and regulations.

Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit, in compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises (“DBEs”) have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds, if any, provided under or for the proposed Agreement. In this regard, all recipients or contractors shall take all necessary and reasonable steps in accordance with 49 C.F.R., Part 26, to ensure that DBEs have the maximum opportunity to compete for, and perform contracts and subcontracts for, the Contract Services.

Sealed Bids are requested by the Borough of Thornburg. Bids will be received by the Borough’s Consulting Engineer, NIRA Consulting Engineers, Inc. at 950 Fifth Avenue, Coraopolis, PA 15108 until 4:00 P.M. prevailing time, Wednesday, July 26, 2023 for the Community Center Storm Sewer Relocation. An additional charge of $15.00 will be required for handling of Plans and Specifications when shipping is requested. Checks are to be made payable to NIRA Consulting Engineers, Inc. Bids must be submitted on the forms provided, and completed in strict accordance with the instructions provided. Each Bid must be accompanied by a Bid Bond, in the form of a Certified Check or Corporate Surety Bid Bond, in the amount of ten percent (10%) of the Bid Proposal made in the favor of the Borough of Thornburg. Only documents obtained directly from the Engineer will be valid at bid opening.

A Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the amounts specified within the Contract Documents will be required of the successful Bidder.

Bidders on this work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442. The Prevailing Wage Scale is included in these Specifications.

Bidders on this work will be required to comply with the Provisions of the Public Works Employment Verification Act (PWEVA).

Adherence to Instructions to Bidders is required.

No Bid or any part thereof shall be withdrawn by Bidder for a period of sixty (60) days subsequent to the Bid Opening.
